Yachts and sport-craft boatson international traffic in Brazil

The purpose of this article is to analyze the problems faced by sailors and small-sizedboat owners, on international traffic in Brazil.

The traffic of yachts and sport-craft boatsarriving at the Brazilian coast depends on some factors for their passage to be successful.

Regarding the documentation, sailors who need to come ashore in Brazilface a huge documentary bureaucracy, and that causes a discouragement to the traffic of such boats in Brazil.

The Brazilian Navy, by the Directorate of Ports and Coasts (abbreviation in Portuguese: DPC),brings stay and traffic rules directed to yachts and sport-craft boatsas provided for in Norman-03/DPC (Maritime Authority Regulation), in the chapter 01, topic 0115-a.

  1. At the time of arrival to the first national port, any person or object can only embark or disembark from the foreign boat after the same is released forvisitation by the Ports’ Health Authorities, Federal Police and Federal Revenue Department;
  2. Submitting by a person in charge of the boat or by a visited marina or sailing club to Port Authorities/Directorates/Agencies (abbreviation in Portuguese: CP/DL/AG, the Entering/Exiting Statement to carry out the relevant approval, according to the form contained on the Attachment 1-A, unfailingly up to 24 (twenty-four) hours after the entry, attaching a copy of approvals for release by the Ports’ Health Authorities, Federal Police and Federal Revenue Department, and a copy of the identifier page of the owners’ or crews’ passport. Port Authorities/Directorates/Agencies(abbreviation in Portuguese: CP/DL/AG) that approved the entry shall control the stay of the foreign boat in Brazilian Jurisdictional Waters (abbreviation in Portuguese: AJB).

In short, a boat that needs to sail the Brazilian coast, shall, in entering every marina/sailing club, delivers the same bureaucratic documentation to obtain consent to the stop.

It is clear that problems extend far beyond the security within the scope of the navigation, which brings, in addition to the seatback to navigators, a bad impression of the old-fashioned nautical tourism in the country.

In parallel, there is a Port without Paper that, in terms of debureaucratization, works perfectly in the category of “ good procedures”, a document whose purpose is to debureaucratize the procedures of stay of boats by the Brazilian ports.

So, it is understood that there is a need to develop the procedures of the nautical area to facilitate boat procedures and thus giving incentive to the nautical tourism in the country.
